government’s scramble to respond not just because of innovation envy,
But because digital tools now influence elections, economic forecasts, military surveillance, and even cultural memory.
A country that controls its data and algorithms controls its destiny.
The U.S., China, and the EU are increasingly setting the rules of engagement.
The rest of the world is watching and reacting.
This asymmetric control is the new “soft power,” and it’s no longer subtle.
A Tale of Two Digital Nations
Consider this contrast:
Norway, with fewer than six million people, has launched a national AI ethics council,
Invested heavily in quantum computing research, and funds public data literacy programs.
Bangladesh, with over 170 million citizens, imports cloud services, lacks data sovereignty laws, and outsources its AI expertise to global tech firms.
One nation sets terms; the other adapts to them.
This is not about North versus South, or East versus West. it’s about who owns the cloud infrastructure has access to compute power and defines digital rights.
The Hidden Currency: Data Sovereignty
In the past five years, over 90 countries have passed data localization laws or cyber-sovereignty regulations.
But here’s the catch: while these laws demand that data stay within borders, few of these nations control the servers, networks, or AI systems processing that data.
Cloud platforms like Amazon AWS, Microsoft Azure, Tencent Cloud, and Alibaba dominate the infrastructure. Meanwhile, global AI labs are clustered in a handful of cities: San Francisco, Beijing, Toronto, London, and Paris.
This centralization feeds a cycle: those with compute capacity get smarter faster and their economic and diplomatic influence grows.
Digital Colonialism? A New Language of Dependence
In many parts of the Global South, young coders are building brilliant solutions from health tech in Nairobi to fintech in Dhaka.
But behind the scenes, their apps often rely on APIs from U.S. companies, cloud storage from Singapore or Frankfurt, and models trained on data they’ll never see.
This is where experts begin talking about digital colonialism a controversial term, but increasingly resonant.
Just as past empires extracted natural resources, today’s tech giants extract behavioral data.
And just as in earlier eras, the value often flows upstream, not back to the communities generating that data.
Who Sets the Rules? Who Benefits?
The AI Act in the European Union is the first major attempt to define safe uses of AI.
But African, Latin American, and many Southeast Asian countries were not at the table when these norms were created.
Even the United Nations’ recent non-binding resolution on AI governance hailed as inclusive was shaped by a handful of G20 nations.
India, Brazil, and South Africa are speaking louder in these debates, but the structural gap remains.
As one digital diplomat from Kenya put it at the Paris AI Summit: “We are not stakeholders we are often spectators.”
Where Does This Leave The Rest of the World?
Nations without data centers, AI labs, or digital currencies may find themselves locked out of strategic influence, even if they have youth, innovation, and natural resources.
This isn’t just an economic problem. It affects:
National security: Foreign algorithms scan internal databases.
Education: Curricula are shaped by imported platforms.
Public opinion: Local media competes with content generated by generative AI trained elsewhere.
Elections: Disinformation campaigns powered by AI cross borders faster than laws can catch them.
Local Resistance, Global Reform?
All is not passive. In fact, 2025 has seen an explosion of grassroots and governmental moves to reclaim digital agency:
Indonesia launched a sovereign AI cloud initiative.
Rwanda is training regulators specifically in data ethics.
Chile proposed a digital constitution clause ensuring algorithmic transparency.
India’s G20 AI toolkit was released in over a dozen languages.
But scale is the issue. Without international cooperation and resource sharing, national firewalls may only slow not stop the widening power chasm.
Can the Gap Be Closed?
Digital inequality can’t be fixed solely by broadband expansion. What’s needed is a digital development model that includes:
Compute sharing mechanisms (like compute credits for low-infrastructure nations)
Open-source AI ecosystems governed by multilateral pacts
Global tech tax reforms to redistribute value from data extraction
Public-interest licensing of frontier models to prevent monopolies
These aren’t fantasies they’re being proposed at forums like the UN Global Digital Compact,
the OECD’s AI Policy Observatory, and civil society coalitions like the African Union’s Digital Rights Network.
But the political will and funding is still patchy.
