42-Year-Old Professor Appointed DELSU Deputy Vice-Chancellor

The Senate of Delta State University (DELSU), Abraka has named Prof. Hilary Owamah as the new Deputy Vice-Chancellor (Academic).

At 42, Owamah is the youngest professor to hold the position in the institution’s history.

A Rapid Academic Rise

Owamah, DELSU’s sole professor of civil engineering, currently serves as the Director of Academic Planning. He attained the rank of professor in October 2022 at the age of 40.

His appointment follows his nomination by Vice-Chancellor Prof. Samuel Asagba during a special Senate meeting on February 26, 2025.

His tenure will officially commence on March 11, 2025, after the outgoing DVC (Academic), Prof. Ochuko Anomohanran, completes his term. However, the appointment is still subject to approval by the Governing Council.

Owamah’s Educational and Professional Background

Born on August 27, 1982, Owamah’s early education took place in Ibusa, Delta State, before he proceeded to:

  • Federal University of Technology, Owerri (FUTO) – B.Eng. in 2006
  • University of Port Harcourt (UNIPORT) – M.Eng. in 2011
  • University of Benin (UNIBEN) – Ph.D. in Civil Engineering in 2016

Career Achievements

Owamah began his lecturing career at Landmark University, Kwara State, before joining DELSU in 2016 as a Senior Lecturer.

His career progression has been remarkable, earning the rank of Professor in 2022.

He has served DELSU in various capacities, including:

  • Head, Civil Engineering Department (2017–2020)
  • Deputy Director, Intensive & Part-time Programmes (2020–2022)
  • Director of Academic Planning (2022–2025)

During his tenure as Director of Academic Planning, DELSU achieved full accreditation from the National Universities Commission (NUC) for all 92 programs, a milestone in the university’s history.

He also oversaw the establishment of 15 new academic programs.

Recognized Scholar & Engineer

Owamah is widely respected for his expertise, having attended numerous national and international conferences and published over 60 research articles in top Scopus-indexed journals.

In 2024, he was recognized as DELSU’s second-best researcher.

He is a Fellow of the Nigerian Society of Engineers (NSE), Nigerian Institution of Civil Engineers, and the Nigerian Institution of Environmental Engineers.

Currently, he serves as Vice-Chairman of the NSE, Asaba Branch and consults for leading engineering and energy firms.

Personal Life

Owamah is married to Victoria Owamah, and they are blessed with children.
